(A) In general Except as expressly authorized by this Act and subsequent regulations consistent with this Act, all health care and related services (including insurance coverage and public health activities) covered by this law must be provided without regard to personal characteristics unrelated to the provision of health care quality or related services. (B) Application-To implement the requirement in subsection ( a) The Secretary of Health and Human Services shall, not later than 18 months after the date of enactment of this Act, promulgate regulations necessary or appropriate to ensure that all health care and related services (including insurance coverage and public health activities) covered by this Act are provided (directly or through contractual, licensing or other arrangements) without regard to personal characteristics unrelated to the provision health care or high-quality services.
